Seqwater is the Queensland Government statutory authority responsible for delivering safe, secure and cost-effective bulk drinking water for more than 3 million people across South East Queensland. One of the challenges, heightened during COVID impacted years was the ability to operate assets across the portfolio is an effective and efficient manner.
Problem
Seqwater was established in 2008 to manage bulk water facilities in the region, a function previously managed by 25 different local government, state government and corporate entities. Each entity had their own asset and operational models leading to inconsistencies between sites and facilities across portfolio. In addition, a lack of consistent baseline data created inefficiencies in operational performance.
Outcome
To support the organisation improve workforce planning, we engaged and surveyed key stakeholders across the sites to understand the current state and existing challenges. The feedback was summarised and discussed through a suite of workshops to identify opportunities to improve and to reduce the current risk exposure. These included:
- Baseline the minimum operating requirements to meet the levels of service obligations
- Recalibrate the resource deployment approach: including rostering, on call, etc.
- Drive consistency in ways of working across the business – including training, systems, interfaces
- Develop an automation and technology strategy: to support interface with business systems and enable frontline staff to prioritise core activities

The insights were provided to the steering group to action activities across all the opportunity areas to support frontline staff deliver outcomes for efficiently and effectively.
