Melbourne Water delivers and manages water, sewerage, and drainage services across Greater Melbourne in collaboration with local and regional strategic partners.
Problem
Melbourne Water is embarking on a journey to embed an Integrated Water Management (IWM) planning capability to confront the challenges, opportunities and expectations posed by the environment, communities and the regulatory landscape. The current business planning processes were ad-hoc and inconsistently considering IWM objectives.
Outcome
Adaptus conducted an engagement-led approach to understand and characterise the challenge from the perspective of key stakeholders and develop an investment evaluation framework considering all aspects of the water cycle, leveraging leading practice from the decision sciences and considering triple-bottom-line outcomes to meet the organisations objectives.
The outcomes were:
- Clearly defined investment priorities considering IWM objectives.
- An investment decision framework based on first principles to inform CAPEX and OPEX allocation.
- A review of existing decision assessment tools (MCA, CBA, TBL, risk-based) to develop a toolkit of approaches based on project uncertainty and complexity.
- Recommendations to guide application of the investment decision framework at a range of investment stages and scales.
