True IDC: Project E&S Advisory

CLIENT: True IDC

Project/company overview

Adaptus provided hands on, embedded E&S advisory support to True IDC across multiple data centre projects in Thailand progressing through construction and financing at the same time. The engagement involved one month of support on site, working alongside the client’s project and ESG teams, followed by weekly remote coordination sessions.

Problem

The client had multiple data centre projects moving through construction and financing at once, each requiring detailed E&S management documentation aligned to the IFC Performance Standards and EP4. Lender requirements, hyperscale customer expectations and Thai regulatory obligations all needed to be addressed in a coordinated and practical way across several sites.

The client’s internal ESG capability was still developing the depth needed to independently produce the full suite of project E&S management documents required for international project financing. The team needed hands on support to translate the commitments in the Sustainable Project Delivery Framework and ESAPs into practical project documents that construction and operations teams would actually use.

Approach/ Outcome

We spent one month on site working alongside the client’s project and ESG teams, followed by weekly remote coordination sessions to address emerging project challenges and maintain delivery momentum. We developed comprehensive Environmental and Social Management Plans (ESMPs) for multiple projects, covering policy frameworks, E&S baselines, mitigation measures for construction and operations, greenhouse gas and climate risk, organisational structures, roles and responsibilities, and lender reporting requirements.

We also developed the full suite of supporting management procedures, including contractor E&S oversight, stakeholder engagement for both construction and operations, environmental management, energy and greenhouse gas management, and emergency response. We developed project E&S risk registers and E&S commitments registers, consolidating all obligations from the ESMPs, management procedures, environmental approvals and lender covenants into tracking tools with assigned responsibilities and evidence requirements.

Value

Comprehensive E&S documentation packages supported successful financing processes, giving lenders and IESCs confidence in each project’s E&S management capability. Project teams had practical documents they could use on site from the first day of construction, with clear accountability and evidence requirements for every obligation.

Through the collaborative, embedded approach, the client’s internal teams developed the knowledge and confidence to manage E&S performance independently on later projects.
